Add SteelTailor Marker device profile (LASER mode, scribe head)

The Legend V's marking head is a hardened tip dragged across the surface. From a
SteelTailor supplier: M09 = tip down (on), M10 = tip up (off) - the direct
analog of the plasma M07/M08 pair. LASER mode (Kiri's 2D path-follow-with-an-
on/off-tool mode, same as the stock HydroBLADE waterjet in WJET mode); DRAG mode
is wrong here since a scribe tip is omnidirectional. Same 1500x3000 bed.

M11/M12 ('go to position' / 'return to position', probably the scribe head's
offset from the torch) left out until confirmed on a supervised dry run.
